I forget where it was, but someone once calculated the land area covered by the Paragon City zones. It's not a precise estimate because there's some Tardis-like compression going on with Terra Volta (its footprint in Independence Port is smaller than the TV zone interior)...
...but strictly the Paragon City we do have is a VERY veryveryvery large city in real scale terms. We don't realise it because we travel so quickly in-game.
HOWEVER, that's counting the hazard zones; Perez, Hollows, Eden, Dark Astoria, et all.
Thing is they should be counted, because they all fall within 'city limits', and are obviously urban areas, even if they're not currently habitable.
