I count it as a mixture of both. Some regions outside the in-game zones are so badly trashed they're worse then Boomtown and abandoned (Some of the
demolished instances could apply here), while others are relatively better off and can get by with low ranking PPD officers and the occasional hero, except
when something big happens (The intact city instances).
