If the MACUSA was sufficiently conservative that they went to the heralds on staff at the Ministry of Magic instead of doing the design themselves, and if the MofM saw the MACUSA as a bastard offshoot of wizarding Britain, then a sinister-facing heraldic beast would make sense. But that's just me justifying the design, not anything official.
What I'd like to know is why the MofM crest looks like a 1970's/1980's-era corporate logo. That's even less conservative than the MACUSA seal...
