Actually, I think Arthur and Molly would approve. In secret. So if worse did come to worse, Percy would have that protection.
Besides, to me it sounds as though Percy is going to be doing a bit of undermining of his own, seeing as he has declared Umbridge and Fudge to be incompetent.
Mind you, without context, it's difficult to say whether or not this is Percy providing Ron with information in the guise of a (pardon the pun) weasely cry for him to save himself. It may be that he is working from within the system to try and stop Voldemort, but I don't see any of that in this letter. Just a man trying to keep his head down in hopes that it doesn't get cut off.
