Well I missed the 2,000 psi... so for a bit of randomness decided to see what such a device is for. 1500 psi is used for removing paint from brick/concrete. I saw a random blurb for a discusion on a ballet sites that said 1700 psi breaks a human femur. A nile crocodile (the 20 foot version) a random report involving a jaw bone said they bit at 3000 psi.
At a close enough range you can mess people up that way... I'm not sure on what kind of range that you'd get as it depends on nozzle and if the thing is on at full power.
Also, I only saw dolly carried ones in adds... a hose runs 25 feet on average apparently. So it is kind of difficult to attack with... only really useful verses clay golems or mud creatures. That or washing something a few minutes each day.

While you can it matters only if you have incredible pressure going... your steam cutter is in the tens of thousands of pounds of pressure per square inch. The steam itself is a matter of cheap ammo(www.hydrochem.com/sheet/s...tem.html). Ever heard of grape shot? it was loading a cannon with powder and whatever (metal preferablly) and shooting it at something... very nasty. good for removing sails and masts... rope people whatever.
