it's hard to find believably young kids who are also good actors, at
least in the quantities needed for movies like that.

Yeah, but that's just a matter of widening your casting call. Part of the story is the loss of innocence in the kids as they go through battle training. It's easier and more poignant to do that with younger kids than young adults.
