My guess is right now that AMALGAM has employed a solar weapon - a device in close orbit to the Sun that uses magnetic resonance to cause sunspots to form. This was also done in the anime version of Metropolis. Ergo, it's not only MITHRIL that's having issues. Even the USA would have trouble mobilizing forces in these conditions, so I would not be surprised if AMALGAM is also taking advantage of that.
