I'd wait to see what happens in the vote to oppose the emergency declaration on The Wall before drawing those conclusions. The Speaker said she will bring it up for a vote in the House, and when it passes the law triggers an automatic vote in the Senate. Which means everyone will be on the record about it. I'm not convinced there's 66% opposition to the emergency declaration in either house. It may have the net effect of shoring up support for Trump in this Congress, while forcing people to take an unpopular position that could hurt them in the next election.

I'd also say that Trump is still the axis around which American politics is turning (which I guess makes the White House staff the eyewall). While the Green New Deal and other policy proposals are out there in non-binding resolution form, the majority of the news is Trump doing stuff and people reacting to it.
