The xenoforming argument is a legitimate concern; there's a potential for it to happen. Hell, in some circles fen are *hoping* it'll happen; that kind of action would be incredibly useful in the mid to late stages of the terraforming projects. An accidental runaway terraforming project on Earth is possible (Or an "accidental" one, always the possibility of enemy action.) and it's something to worry about, at least a little, if only because nobody *really* knows how the stuff works. Yeah, it *may* be 100% inert without operator guidance but what happens if you get a critical mass together? And what *is* a critical mass?
I figure this is the driving motive behind handwavium regulations in the "first world" countries that aren't the US, Russia or China. Assuming that Fenspace doesn't turn into Bioshock by 2030 (which it won't, see the Genre Directive) things may smooth out some.---
