One, a lot of USAF pilots and scientists go into NASA.
Two, the Air Force has always considered space to be its place, there was a lot of upset when that function was transferred to NASA in the 60's. (My grandfather used to live down the street from the USAF test pilots, and grandma tells all kinds of stories about it).
This could easily be their way of striking back, as NASA waffles hopelessly over "we want to do SCIENCE, not sci-fi!".--
