This was originally intended as a means of backing up their memories and personalities in case of catastrophic accident; Yayoi (of all people) quickly figured out that there was no actual need for the intervening server, and no limitation on whose memories each of the "angels" could read. (Sora will figure out with a bit of prompting in chapter 3 of LoGG that they can also control electronic devices that are connected to them.)
The only thing different about the A10 clips is the lack of Racial Memory (no backups in a data depository somewhere), the removal of the Cybernetic and Touch-Based limitations (no need for a physical cable connection), and an Accessibility limitation: "only to or from other Jessicas wearing A10 clips".
