The "Rei Gun" is supposed to be a more technically feasible fun weapon than the game "Teenagers From Outer Space"[1] weapon the "Boy Girl Gun". The amount of hard work needed to make a gender-swapping weapon work, even with a soft holo light bee, would be immense.
A gene hack is an entirely different order of thing, and where does the information on the missing X or Y chromosome come from? Though, I guess you could claim you're using as a template the version of the person from a parallel world, where they were born the opposite gender, but otherwise unchanged.
Also, the pun is fun, and being turned into a Rei (who is not wearing a faction headband) and hence you've lost the game makes sense. I'd guess that given the implied expense of the light bees there are quite a few other weapons in use by both sides, though they are probably carefully not destructive of property, not even clothes. The equivalent of paint balls where the paint neatly evaporates after a while? Maybe some (soft) human-sized hamster balls?
