Oh sure, The occasional sweep happens when someone crosses the line - the nail that sticks out gets hammered - but so far, the Convention's happy to let Oz be.
Why?
Well, what better way to hide your grey and black operations, then in plain sight? You can't openly declare war on Turnerite colonies and the like without causing a major incident with their mundane backers and friends in high places, but slipping a few guns to a bunch of pirates and letting them do some of the dirty work, now that's an idea. Need some cash off the books to fund a black op? Then funnel the right kind of drugs to the right kind of dealer and you'll get it - and you'll make sure the wrong kind of dealer gets dealt with quick and easy into the bargain.
And What better way to keep it all under control? Because now you've got a whole station full of housebroken villains who know to toe the line to curry the favour of their benefactors, and with a vested interest in making damn sure that the rest of the riff-raff does the same. Each an' everyone one of them knows that if anything happens on their station to attract the attention of the Big Eyes of public opinion, it's all over for them. It wouldn't surprise me if some Three Letter Organisations from down in the dirt had their fingers up a few puppet's asses to boot... The Wicked Witch of West Virgina's got her little monkeys everywhere.
Maybe I'm too cynical. Comes with the territory. I grew up in the Islands around Thailand if you get my drift, and that smell on Oz, well, it reminds me of another town I once knew.....
