I'm not sure if the following will be of any help given the amount of time that has passed.

Before offering a any concrete advice a few things that need to be specified:
Are you planning to spend you time hurting things from range (blaster-fender) or up close (tank-fender)?
Both can be done but they have very different play styles and power choices.
It looks like Emi is currently a mix of the two.
If you are going the blaster-fender route:
Drop Irradiate, Choking cloud, pick up Stealth and something else.
If you are going the tank-fender route:
Drop x-ray beam, atomic blast (arguable), get acrobatics, and something else.
also: No travel power? I would drop tactics and pick up flight(blaster-fender) or jumping(tank-fender)

I'm not sure how much she has changed in the last 3 months, but can you post another data block with her current setup?
