I forget the actual numbers, but corruptor damage is squarely between defender damage and blaster damage. That goes without saying, I know. A corruptor can't equal blaster damage straight up. That should also be evident.
This means that to do damage as a corruptor, you can't ignore a) your secondary, or b) your inherent, scourge.
Your secondary will help increase damage output. Enervating Field and its -resistance is the main thing that will help your damage, though. Not -def... slotting for def debuff - as you've done in your attacks - does not actually help you do damage. You already have enough -def if you're using Radiation Infection, or indeed Irradiate (Irradiate does base -30% def in a PBAoE). Some -def is good, but you don't gain from going overboard on -def...after all, your percentage chance to hit caps at 95%.
Better, therefore, to use the slots for damage enhancements. You've already got a shortfall compared to a blaster, and Radiation Blast is not a primary that does a great deal of base damage. So you really do want to get more damage in there.
That said, two-slotting a power for damage is actually reasonably acceptable; with level 50 IOs you get something to the tune of 80%+ which isn't that far from the 95%+ plus you'd get from three-slotting it for damage. Remember the percentages are filtered out, in the end, through the base damage number of each power, so that difference isn't too great.
One slotting an attack for damage, though, is not a good idea - but that's what you've done. They are attacks, not debuffs.
As noted, Cosmic Burst has its primary value as a heavy damage attack. It's a crappy mez anyway. Throwing more slots into it doesn't really make it better.
Okay, so. How about Scourge? Scourge is an interesting mechanic. It means that some powers which aren't great as damage-dealers for blasters and defenders are actually pretty good for a corruptor...specifically wide-area damage-over time attacks, like Rain of Fire, Ice Storm, and, well...Irradiate.
