Possibly just more idle than rich, I expect - you could probably make that for the price of the thicker sort of rule book these days, if you had the time. Boxcar Joe was more interesting, though I expect there's a bit of embellishment going on in just how widespread the appearances were for the later sections. I'm not one to let mundane reality get in the way of enjoying a good yarn, though, that's the whole point of role playing games.

But does it count if it's a forced Boxcar Joe? Shouldn't it be a natural roll?
I love the smell of rotaries in the morning. You know one time, I got to work early, before the rush hour. I walked through the empty carpark, I didn't see one bloody Prius or Golf. And that smell, you know that gasoline smell, the whole carpark, smelled like.... ....speed.

And using a generator program. No, Boxcar Joe did not make an appearance in Narth. My players as usual outpaced me and I was too busy trying to keep up with them to do anything cute.

Pfui. She can get in line behind Hawkman. Hawkman has generally either been 'Reincarnation of Egyptian pharoh' or 'Alien spacecop', and sometimes both. DC may not be able to decide between those options, but they don't go making up something new every few years.
