What, if anything, exists as canon backstory for Haruka and Michiru?  When were they activated as Senshi, how did they meet, how did they get involved?  Is any of that ever explored anywhere in a canon source?

I can't find it right now, but I believe that Haruka was activated during one of her races, when a daimon was made out of her bike. I don't know about Michiru.

I'm fairly sure Michiru's parents are much like Willow's on Buffy - jet-setting world-travelling yuppies who are never home.

The first meeting between Haruka and Michiru, and Haruka's activation as Sailor Uranus, are shown in flashback in episode 106. Other than that, I'm not aware of any canon backstory for either of them.

More detail about that event (their meeting and Haruka's activation) is in the manga somewhere, but I don't recall whether it's part of the "main line" or not. IIRC, it mostly just goes over the same ground as the anime flashback, but in perhaps more understandable form.

I do recall Haruka's thing for racing having to do a lot with Haruka actually being a retired race car driver herself. I do indeed remember seeing a flashback regarding her activation. I vaugely recall Michiru being the one to activate her so as to combat the moster that attacked her in the middle of a race.
