Like the subject says, every super team needs someone with a "water blast" power. (The Sailor Senshi have Sailor Neptune, although her atack is more "ball of water" than "water jet".)
The water jet isn't likely to kill anyone outright, but it will do some damage. (In GURPS terms, I'd set it as a 5d Innate Attack (crushing), with Jet, Double Knockback, and No Wounding, for a total of 18 points.)
Jealousy of somebody with a bigger "water jet" attack would also fit this song...

Technically, I think it would summon a pure energy pressure washer of some power. Like those energy shotguns only its a pressure washer backpack (utility)... with mental control of output strength. Useful for getting those ooze creatures off your car, but not really antipersonel so much as useful around the base/house.

Speaking as someone who has used a pressure washer of the infernal-combustion-engine-powered vareity, it may well be antipersonnel if it's shooting *hot* water (influenced by the lines about a flamethrower and thousnads of degrees of death) as just holding the nozzle with it hooked up to the hot water tap required heavy leather gloves to keep from being scalded. heat+pressure=very efficient transfer of heat to target... which is desireable when you're melting gum off the sidewalk, less so when you're the target, or if you just happen to get in the way of the steeam - and if it was actually at 2000psi the stream itself would take the flesh off your bones - the one I used was only around 180 or 200 and would still bruise (running cold water) if it hit bare flesh within about a foot of the nozzle.

Well I missed the 2,000 psi... so for a bit of randomness decided to see what such a device is for. 1500 psi is used for removing paint from brick/concrete. I saw a random blurb for a discusion on a ballet sites that said 1700 psi breaks a human femur. A nile crocodile (the 20 foot version) a random report involving a jaw bone said they bit at 3000 psi.
At a close enough range you can mess people up that way... I'm not sure on what kind of range that you'd get as it depends on nozzle and if the thing is on at full power.
Also, I only saw dolly carried ones in adds... a hose runs 25 feet on average apparently. So it is kind of difficult to attack with... only really useful verses clay golems or mud creatures. That or washing something a few minutes each day.

While you can it matters only if you have incredible pressure going... your steam cutter is in the tens of thousands of pounds of pressure per square inch. The steam itself is a matter of cheap ammo(www.hydrochem.com/sheet/s...tem.html). Ever heard of grape shot? it was loading a cannon with powder and whatever (metal preferablly) and shooting it at something... very nasty. good for removing sails and masts... rope people whatever.

You don't even need steam. This is a lesson Doug will be teaching Sailor Mercury early on, the first time Ami even hints that she thinks her powerset is no good in combat.

I've used industrial water jets cleaning the inside of boilers. The day I started on the job, they showed me the boot of the guy whose place I was taking.
He'd waved the jet across his foot...and cut it in half. Just behind the steel toe cap of the boot.
I lasted a week in that place before the mental image got to me and I quit. [shudder]
