Real reason they didn't go for Ermey, is that he's a Marine and Cap is an Army Baby.

Oh, but... the CGI "before" Steve Rogers is just a bit creepy, almost in the uncanny valley, don't you think?

I did, and I think that's become canon in retcons of the Marvelverse that he was involved in the Super-Soldier Project. Howard Stark has been established as part of the military-industrial complex, and it makes sense he'd be involved in the war effort.
