Interesting. Also my biggest fear was how they were going to do the red skull, from the small glimps you get, he looks good and friken freaky, yay!
Real reason they didn't go for Ermey, is that he's a Marine and Cap is an Army Baby.

Oh, but... the CGI "before" Steve Rogers is just a bit creepy, almost in the uncanny valley, don't you think?

Howard Stark has been established as part of the military-industrial complex, and it makes sense he'd be involved in the war effort.
