Sounds like any installs we do there would have to be on the quiet.
I suspect Belldandy's trick of stiffening molecular bonds (that she used at Westwoods) would help with the building defects and open up those other floors, and the Good Neighbour System is just a set of sensors we can plug in anywhere. Neither of those requires doing anything that's visible outside the building, or needs a permit. Unless there's an Irish requirement if you want to change the laws of physics... which I wouldn't put past them.
(Idea: Get Kazari in to run the cables and install the controlling server for the Good Neighbour System. That would let her know how non-privileged people actually live.)
