My brother has this idea of doing just that.  The whole nine yards, too.  Races, cultures, languages, geography, climates, maps, politics... even space stuff like ship designs, star maps, solar systems, technobabble, etc.

Do you guys think there's a market for this?

Not a big one, but the internet will make it easy to reach his target audience. A few posts or ads in the right fora, and he might be able to pick up customers who would like an entire campaign setting without the work...
