You've got a labour shortage. You are literally short on people doing work.

How the hell does that translate to 'we need our personnel to work less. If nothing else you'd be pushing for more hours worked to make up for the shortage.

They want more people working less hours individually, because they don't have to provide full benefits to part time workers compared to full time workers.

Funnily enough, this event was the ORIGIN of the Star Wars Day meme.
