Procreation-wise (if the meat-puppet idea isn't your thing), again depending on the state of the 'meat', it could be a relatively simple artifical insemination (if the problem was just no way out, so to speak) to a slightly more tricky DNA splice into an implanted egg.
Also around this time A.C. is getting into powered armour herself, so upgrades may be available. Especially to Jet's power supplies.
On Jet's speed: While it's eminently possible for Jet to hit the magical .2c in-system, she'd need a bigger engine. I'd keep her to about .175c mark without a large booster pack.
