After a bit more thought, I think this would be carnival time.

Parades, celebrity appearances, music concerts, book readings... What else?

You could claim that this celebrates "what is human", and the "hero vs. monster" fights are symbolic of intellect in combat with animal instinct, whereas "heroic beast vs. villainous human" is humanity in combat with abusive self-interest.

Fun for sociologists and anthropologists...
For extra, extra, fun, consider the "sacred monster", the being to which normal laws of society, morals, ethics, do not apply, but is still necessary to deal with some sort of problems.  Traditionally, soldiers could take this role, in mythology it was the 'hero'; arguably the super hero is the modern form.
