I suspect The Watchtower will serve just fine...

Actually, looking at Kandor in the wiki, The Watchtower will not actually be the most visible landmark in the city -it is on the rim, outside the Dome, so while it will be the most visible thing when you approach the city from the Moon or space, once you are inside, the Trinity Towers  (TWO kilometers tall and near the centre of the crater) will win the contest hands down.

The only problem with that would be you don't want to dwarf your Kaiju with the buildings - maybe they'd need to set up a holographic Tokyo Tower, somewhere vaguely credible
