If you have a data chunk, it'd help to have it up for Mid's use. Corruption Resistant, please.
Anyway, It's been awhile since I made up the build for my Fire/Fire Scrapper Enynn, but I don't things have changed that much. So far she's done really well with the huge burst damage and pretty decent with keeping up the heat. So understand that I'm comming from the point of view that Fire/Fire is much more a damage-oriented set, and I might suffer some trying to play En as a Tank's Stand-In.
A few suggestions as for IO/Slot Reccomendations:
-For your attacks: You might want to swap out 2 of your Mako's Bite sets for Crushing Impact. With 4 of the same set, you start to really come up against the wall of the 5-bonus limit. When I look at Mako's bonuses, the only thing really good about it is the Damage buff and the Defense bonus. But with Healing Flames and Phoenix, Defense really shouldn't be a high priority. Crushing Impact has good benefits as well, a recharge and accuracy boost (among other things). This will let you hit more and faster. Plus Crushing Impact is a mite cheaper than Makos when I got mine. I'd say keep 2 Mako and trade 2 in for Crushing Imapct. If you really want the Defense bonus for Mako's keep all six in there, but I don't really like the proc, so I frankenslot a Crushing Impact Dam/End/Rech in it's place for more out of the power.
-Healing Flames: o_O!!! You don't want a Resist set in your main heal power. Healing Flames is your best and first defense against damage. The Toxic Resist it gives you is negligible and it's far more useful to be able to heal more, faster. I use Doctored Wounds at the moment, but I probably would choose Panacea, looking at the Set Bonuses for this power.
-Next off, your toggles: I slotted all my resistance powers with Impervium Armor. It only goes to level 40, so there's a small room for improvement there, but the Recovery bonus from Impervium Armor is worth it. Fire/Fire burns through the end. It gobbles it up like popcorn, and getting lots of Recovery will help keep up the attacks and keep you dishing out the damage. If you really want to have those level 50 IOs, then only put two of the Impervium in (I use Resist and Resist/Recharge or Resist/Endurance) and use some Generic IO Resists to fill. If you can spare the slots and don't mind the level 40's get 4 of them for both recovery bonus and +Max Endurance, for a double bonus.
-Fire Shield and Hover: I use a slot in these two powers for Knockback Protection IOs. Fire Shield takes Resist Sets, of which Steadfast Protection has a KB Protection IO. Hover takes Defense sets, of which Karma has a Knockback Protection. There is absolutely nothing more frustrating than having no KB Protection. You really, really want to have the Karma KB Protection in Hover. This will give you protection from most KB, and it's sufficent for most uses. I however, really despise KB, and go the extra mile (and slot) to put the Steadfast Protection KB Protect in Fire Shield for added protection. I choose Fire Shield over Plasma Shield or Tempature Protection because it is available at any level, and if you nab a low level Steadfast, you can have KB Protection exemping down to the wee little levels.
-Further note on Hover: If you plan on using Hover in combat rather than just a stepping stone to Fly, I'd recommend a slot or two (in addition to the Karma slot) for Fly Speed IOs so you can move around at a decent speed. Same goes for Fly, an additional Fly IO can really help transit times if you don't like the relatively slow speed of Fly.
-Health: Very nice. I didn't know there was another Global bonus for HP/End. I'm behind on the new Recipes.
-Build up: It's really up to you as to how to slot this, but I use Adjusted Targeting for the Damage bonus. The Health bonus from Gaussian's is just as good, I'd say, it just depends on how you want to play the character.
-Stamina: If you can, it's worth it to get a 4th Performance Shifter in Stamina so you can benefit from the incresed recovery bonus. You want lots of Recovery for a Fire/Fire Scrapper.
-Fire Sword Circle: This is another personal preferance, but I chose Scirocco's Dervish (With a End Red in place of the Proc) in my FSC. The bonuses for each are very nice, but I like the Regen on Scir's and you still keep the Accuracy Bonus.
-Rise of the Phoenix: The way you've got it set up there, with those sets is rather Inventive. I hadn't thought of that. I use just 2 Generic IOs of Heal, End Mod and Recharge. It works, but the sets could work better. The only thing I could suggest there is swapping out the Performance Shifters for 2 End Mods and a Recharge IO. The Proc isn't really going to help you in RotP, and the 2-piece set bonus isn't worth it. I don't have the numbers or the experience to call it either way, but I do like your idea of Numina's in there.
Now, a few suggestions on Power Order:
-You want to get Plasma Shield ASAP. It's your Hold and Sleep protection, and it's really annoying (Almost as much as KB) to be held or slept. You can delay getting Temperature Protection until later on in your career, as Fire and Plasma shield give you ample protection to Fire and the majority of your cold resist.
-I also chose Body Mastery, and picked up only Conserve Power, because you can never have enough endurance. Looking over the new power in that pool, Physical Perfection, the +Regen/+Recovery is also very nice. Unless you really like the Debuff and Ranged attack, it would probably be beneficial to Melee combat to have Conserve Power and Physical Perfection.
