I am outraged but not particularly surprised.

This is not news, also something like 90% of the complaints send in with video evidence of misconduct are never investigated. I believe the sample used for that study was a bunch of videos on youtube, depressing stuff that. Of course that study was done in the UK, but if anything I expect the numbers to be worse in the usa.
