That was indeed my concept - upper floor of a skyscraper. (Yup - I was thinking "Baxter Building".) The only thing I would amend - I thought of it as
being in Founders Falls at first. But Steel Canyon would make more sense.
The alternative concept I had bandied around was to have the base be like a stationary TARDIS. Literally. Thus, whatever is needed in terms of configuration
and space is just coded into the computer and expressed in the base's dimensional space. (Why do you think we need such an ENORMOUS computer center and
power plant anyway?)
But I've always preferred the idea that the place exists in a specific space, time and location. Going TARDIS is... well... too easy. And doesn't give
you the rationale for fights punching through walls and out over the streets, etc. Or the tread of robots and density enhanced individuals to annoy the
downstairs neighbours. ^_^
The only issue I have with the skyscraper concept is that now we have SUCH a HUGE sprawling layout. What building could we possibly use that could reasonably
contain all that? (Yes, yes, I know. The mission instance system doesn't seem to have any qualms about placing the interior of an enormous warehouse behind
the door of a building that couldn't possibly hold it all. I prefer to hold myself to a higher standard of verisimilitude.)
I need to double check, but I think there are two buildings in Atlas that actually have a footprint big enough to justify putting our base in them. And if
Steel Canyon makes sense, I'd say Atlas make as much or even more sense. (Central location, not dangerous for junior members etc.)
But yes. Story-wise and all, I like the idea of nailing down the actual physical location of the base. As soon as I get home from work tonight I'll check
out Atlas and Steel Canyon and let you know (with pictures) which candidates I have in mind.
