Again, not a Bob-designed character, but one who is fairly important to the IST World as it eventually emerged. This is based on the 1500 point version of the character, but without Matter Control abilities ... I might add them after I get my grubby mits on Powers.

This may not be true to the original build, but just as a note with regard to efficiency, you could totally throw Area Affect: 2 Yard radius w/ Linked Emanation for +40% on the Radiation Beam Power, choose between that (doing 15d Radioactive Burning instead of 4d), the Cone effect, or a beam with the pre-existing Selectivity, and come out [17] points ahead. Just sayin'.
