Here's an oddball thought about a missed opportunity that needs to stay missed:
In light of the capabilities we've seen the house-elves possess, specifically in terms of finding out what they did about Doug's background as revealed in Chapter 4 ("House-elves knows who they serve,"), it seems at least possible that, if he'd thought to ask, they could've given him some further info regarding the photograph from Step S.
Unless, of course, they made the same decision as Dumbledore concerning such knowledge.
Mental picture of the Loon smacking himself in the head like a V8 commercial: "Wow. I could've asked Twonky about that...."
Edit, only tangentially related to my first post: A notion I had some years ago concerned a character (invented just for the notion) who treated his house-elf quite well, and specifically made sure the elf was always dressed (warmly, if the weather was cold) in a rather sharp-looking, even tailored, outfit. To the "giving the elf clothes" objection, he replied with pseudo-snootiness, "That's not clothing. That's livery."
