(Ah, just looked it up -- it's one of the tales that the Grimm brothers collected. And here's to a short page on brownies specifically citing the clothing angle that ties them to house elves.)
I recall that fairy tale was updated by Warner Brothers and made into an educational cartoon about capitalism... er, economics. (IIRC, it's included in the sixth Golden Collection.)
That version had a somewhat different ending...
