As the header says, it's yet another confidence song. If Doug happens to first hear the song by watching http://www.animenewsnetwork.com/encyclo ... hp?id=8033]the anime for which it's the opening theme and Doug's subconscious wants to be really nice, it might also be an "grant magical aptitude" empowerment song... but how likely is that?

Agreed. And I'd redefine it more as an "awakening" song in that case -- as in Lisa Vanette's case, there has to be a latent talent to activate.
