I'd be tempted to use some of the Dead Apostoles ... but one) I know too little about those to actually try, and two) I don't think they go to Fuyuki anytime soon, on account of Shiki and Arcueid being close enough to make things ... uncomfortable for them.
Besides, the whole Roa mess is in the past, _and_ I don't think Zelretch would be very happy if any of them messed ith the War, despite being one himself.
