Many people would say 'two policemen spending at least an hour attending to a family in need is a waste of resources'. The Dutch? 'Must've been a slow day, glad to see they used that time well.'

Likewise, we could have build new dykes, sluices and water infrastructure, or a really tall bridge to make sure ships could keep sailing down the river.

Or we could've done the sensible thing, save a silly amount of money and build an aquaduct.

Standard operating procedure, at least in Ottawa – if you don't make things hard for the paramedics or the firefighters on first response, they'll stay and make sure anyone who depends on you is taken care of in the short term. If they came in easily, they'll make sure your pets are fed and watered before they leave, too.

Where is it that this is unusual behaviour?

Pretty much everywhere else.

A lot of this depends on what posture emergency services are expected to take during their job, and thatdepends a great deal on local culture. For a police force the Dutch police at least is weirdly friendly and not prone to being authoritarian jackasses when compared to... pretty much every other police force I've heard of.
