- Select "Manage this wiki's permissions" from the bureaucrat-only menu
- Select group "*" to edit
- Remove these rights: createpage , createtalk , edit
- Commit the changes
It's been 18 hours since I promised 12-18 hours more for comments.
It's done. (EDIT: And tested.) Please remind me on February 18 that we're going to review the need for this.
