Unfortunately, this is actually the belief of Libertarians - that you should be personally responsible for all of your affairs, and as such we should defund as many government organs as possible.  Never mind that within a community, one person's affairs can easily become an issue for the entire community to deal with.  Like a conflagration spreading from one house to another.
