That's what the architect wants --- but how does the building actually 'work'. Where does the heat and hot water come from? How is it ventilated? How do you bill the residents for heat/hot water/electricity as is legal.
--- how has it been done just a bit shitty and unpleasant because the engineer is doing 'what's not wrong' rather than ruinning the risk of doing what's right. What leaks and doesn't work or always breaks?
