If you've got the Multi-Layer editor for Daz, you can put tattoos like that on any character without leaving Daz. Basically, it makes a new .dsi file that you can use as a texture (and auto-loads it). I actually used it to make Pink's costume (as a basic fucntion, I just inverted the color of the black costume mat and then made the diffuse color pink) and Argurous' costume (I put a white lightning bolt on the V4 leotard). This is a pre-lux image I did using it. If you look at her chest, the tattoo on her chest is made with the Multi-Layer Image Editor.
Bruno (from the SJGames fora) has given me the information on how to make individual mat-zones light sources (for Lux/Reality), but I haven't been successful.
