The main reason for hand delivering nav updates in the early days wasn't security. It was the fact that Interwave transceivers were both large and a bit too expensive for most fen. While the 2015 versions can easily be bought by (and mounted on) the larger SS class ships, the pioneers couldn't spare the solcreds to buy or the space to fit one. Most of these people were at least several light-seconds from each other, and main net nodes could be light-minutes away. Relay was easier and reliable (given that established stations would have both the Interwave access and the processing power to do comparisons).
