I had Neko make a brief visit to what she calls the 'Inter-dimensional Magical Girl Advisers Guild' and ask around, even trade in a few favors for
information, just in case Rhea's stuffed toy really is a magical adviser that's such a master of disguise, even telepaths and minor gods are fooled.
Unlikely, but not unheard of according to Neko. Everything she dug up indicated that there are no advisers assigned to Emerald Blast, officially or otherwise,
and the only action taken by the Guild is to keep any troublesome creatures out of Mister Whiskers. There was the suggestion of an adviser being assigned, but
the risk of disaster should the act clash with Rhea's own delusions have led to the plan being voted down.

So, to answer that tiny little voice in the back of your minds that pointed out that we've all seen odder situations, yes, Emerald Blast is indeed insane.
Based off what we've pulled together before now, the cause for her condition is understandable, the sort of thing you have to sympathize with, and it's
a minor miracle that her mind was able to create a delusion that allowed her to function to some degree, even if only by Paragon standards. We've all
(Except you Sword) humored her in the past, allowing her that little delusion, because we felt sorry for her, cared for her and wanted to see her maintain what
stability she has left, or simply because we're not willing to risk breaking her worldview and the consequences of what follows. We can not allow this to
continue. Right now, it's only a matter of time before something happens to Mister Whiskers, even as simple an accident as the incident with the Medicomm
teleporter last year.

I've had Nene peek around inside the Legendarys private servers - nothing too hostile to annoy them, merely some quick recon - and I'm not liking what
she found. It's possible they keep it extremely well hidden, which is possible given Terrence's rank in the organization these days, but we found no
plans in the event of Emerald Blast losing her last grip on reality. I've discovered that Longbow has her home under casual surveillance, but their own
abilities to respond are minimal at best, given the bulk of their meta-combat forces are in the Isles. As such, it seems entirely possible that Riot Force will
have to respond, especially if the inevitable takes place inside Paragon itself.

With that in mind, we're going to need to be ready. We already have rough plans for a Rhea-disaster, but we need them refined. Containment is the first
option, with lethal force being considered only as a last resort, especially given that we have no way of confirming that killing her will stop the nuclear
reaction. I currently have Miranda working on captured Sapper weapons and detention bubble technology recovered from the cleanup operation taken against Creys
attempted Buma development program. Both of you have full authority to recruit anyone you consider trustworthy and necessary for this operation. Keep in mind
that any response to Rhea losing it will likely force us to take on members of the Legendary, most notably Terrance and Gamma Emission, both of whom would
likely try to stop us so they can 'calm her down', never mind the fact that it may well be impossible to do so. Therefore, countermeasures for the
other members of 'Hero Sandwich' are critical to any plans we develop, along with preparation for the consequences, which may potentially include Riot
breaking coalition with the Legendary and its allies. Silicon, I'll need to know which the the 'Final Mode' plans for the Sabres can be expanded to
include other members of Riot Force, should the organization itself begin to fragment, due to the close ties many of our people have with the Legendary.

Let's hope it doesn't come to this, that we can figure out a way to get Rhea's brain back on track before the big bang happens... but if it comes
down to it, I'd rather have her blood on my hands then all of Steel Canyon because I wasn't ready for what's obvious.
