That still wouldn't really work for Shia, since her abilities are dependent on a large piece of hardware that she didn't make and isn't a part of her. (And costs more to make than a robot duplicate.)
But when I think about it more, it runs into the same problem I was thinking of with Alexis - not native to the CoH universe or one even remotely similar, so a counterpart from something like the Praetorian world might exist but would be vanishingly unlikely to have the same abilities. If it's instead supposed to be them being able to filter incredible numbers of alternate worlds looking for a suitable one... then I might suffocate to death on airborne particles of my suspension of disbelief.
Maybe I should just only run this arc on Karen Park. At least she's native, biologically ordinary, and builds all her own equipment...
