When does Ami get the Mercury Computer?

According to both my memories and Hitoshi Doi's "Milestones" page for the first season, she gets it in Episode 9.

And what are the circumstances under which she gets it? Is it delivered by one of Luna's backflips?

Yes.
IIRC, Ami asks Luna whether Usagi shouldn't have the computer instead, but Luna assures Ami that she's a better choice to keep and use it...
