Regarding how languages count numbers; it's even worse.
English is sensible; it starts at the left and then moves down the line. Eleven, twelve and thirteen are special cases, but consistently so. It then appends the needed extra clauses to indicate very large numbers, likewise in order moving from the left to the right.
German (and Dutch) are annoying; they count the singular, and then the ten counts, and then append the extra clauses to indicate very large numbers, in order moving from the left to the right, but using the singular and tens to mark as convenient. Like with English, these can be combined, with the number 'nine thousand seven hundred' being equal to 'seven and ninety hundred', but due to the sequence of the words the latter can be confusing. Yes, it's entirely possible in Dutch to have 'seven and ninety hundred thousand seven and ninety hundred seven and ninety', although in that case it'd probably be done as 'nine million seven hundred thousand seven and ninety hundred seven and ninety'. French? French is just unpleasantly inconsistent. It counts to sixteen, sure, no problem there just special cases. Then it uses the same scheme as English to count to sixty nine, at which point it gets weird. Seventy is sixty ten, and the special cases continue to seventy six, which is sixty sixteen with the special case. At seventy seven it switches to sixty ten seven, and continues to seventy nine. At eighty it goes 'four twenties', continues down the line to four twenty sixteen (not a misspelling, the plural is dropped at four twenty one (eighty one)) and then switches to four twenty ten seven, four twenty ten eight, four twenty ten nine before going to hundred.
