This reminds me of the string of "What if X raised Ranma Saotome?" fics that came from the circle around Gregg "Metroanime" Sharp in the late 90s-early 00s. My favorite of those -- not the least because it had Nabiki singing the money song from Monty Python -- was Bugs Bunny.
I'll bet dollars to carrots someone has already written Bugs raising Harry, but I haven't gone looking for it.

I think i remember reading a story like that. It wasn't more than an excuse to have super!harry and a bunch of other neat!cool!characters injected into the HP world. If you know of a well done example I'd be interested.

This is the only good Potter/Dresden crossover I know of, though it's not a raised by fic, so it doesn't quite count. It is by the author of Wasteland of Time though, which is a plus.

Jack Ryan and Klaus Wulfenbach are the best suggestions I've seen so far.
I agree about Klaus Wulfenbach, at the least, though the problem there is how to integrate (or, at least, intersect) the worlds well enough to let it actually happen. Then again, that's a problem for a whole lot of potential crosses, and there's no reason it should be insurmountable.
Strictly speaking Richard Castle meets points 2 at minimum, meets point 3 by some standards, and I think probably meets point 1; his series was running new on TV last season, and hasn't been cancelled yet that I know of.
The Parasite meets point 3, arguably meets point 2 (in terms of age, if not necessarily in terms of circumstances), but I'm not sure about point 1; he's a mildly obscure minor villain from Superman.
Gollum meets points 1 and 3, but almost certainly does not meet point 2 (though an author could spin it if they really wanted to make things work).
The shape-changers from the Riddle-Master trilogy, though almost all unnamed, probably meet point 1; they're the primary villains of the series, and the series itself is one of the classics of semi-modern fantasy. They do meet point 2, as far as I can judge - and by the nature of both their motivations (and/or mindset) and their abilities, which latter they almost certainly
can teach him, they very definitely meet point 3. It would be fairly difficult to arrange for the whole thing to happen, though.
...and I like the suggestion of Ash Williams, though the end result there would depend very heavily on exactly when in his life Ash acquires this dependent...
