Going to leave history, politics, blame and shame, all of that to other threads - and there SHOULD be those threads.
But the short form is - there is a functioning City of Heroes server. Right now. And you can get to it.

Once that download is completed, Windows folks can get http://patch.savecoh.com/tequila.exe Tequila, Mac folks can get http://ir.powermad.net/islandrum-mac.zip IslandRum, and Linux folks can.. err.. I'll get back to you. There _is_ a Linux native solution, but per the guy across the basement, Wine will do the thing.
OK, so you've got a thing! and it.. doesn't do much.
Head on over to https://score.savecoh.com/ and register yourself a forum account. This is NOT related in any way to your old NCSoft account information. Recommend using throwaway credentials.
Once that's up, https://score.savecoh.com/account/ Will let you create a game account. Again, nothing to do with your old account credentials - and it can be the same as your forum ones.
In Tequila, there are three options. SCORE is 'The Game', on the test public server. Yep. THE GAME.
Paragon Chat is a very limited CoH instantiation - no mobs, no powers other than travel, it's just the logical expansion of Pocket D to take over the rest of the world. Handy for making sure your settings are good and getting that itch scratched, though.
Titan Icon v1.71 is even more limited. It's chargen and costume design, then you get to run around an empty Atlas Park. No powers, no nothing.
CURRENT STATUS
SCORE - slammed hard. Expected to remain slammed hard.
Paragon Chat - Unknown. Requires cohtitan.com account, currently unable to register.
Titan Icon 1.71 - Up, stable. Chargen works, costume works.

Epsilon got me to go see Penguin Highway today. (It's playing in Ottawa all weekend.) It was a good movie, and slightly surreal in places.
The movie opens with penguins in a field. In Japan.
Our Hero is in 4th grade, and is the son of a scientist. When he tries to solve the mystery of "why were there penguins in a field in Japan?", things become downright odd.
I suppose I could spoil the movie for folks, ... but, no, this is a movie you should go see before learning anything about the plot.
There's one translator-induced error in it, though:
After seeing a particular Tenniel illustration, we start seeing a Jabberwock in the movie. The Japanese actors called it a Jabberwock. The subtitles, alas, called it a Jabberwocky... which means that the English version has a penguin being chased by a poem instead of by a monster. But if you listen to the original voices, you can eventually ignore that.
Go see the movie if you can.

Then have her go and turn a perfectly ordinary girl's life completely upside-down and inside-out with her dimension-jumping antics. But she can't help but love this adorable little lunatic because really, as crazy as she is, she's a sweetheart.
Mix with Mad Hatter by Melanie Martinez (shaken, not stirred) and serve with high explosives.

Most memorable to me for Pt. 3, "The Resurrection (AKA Fuck You)" it's a series of original music and animation shorts, but that still counts for this sub-forum, right? Besides, they're amazing.
Correction: The animation is original, the music is by other people, two by Voltaire since he makes such a fine voice for the antagonist character. (That's the musician Aurelius Voltaire, obviously, not the philosopher.)
I'm posting a link to the first video in the playlist rather than the separate ones, as pt.4 is new since I last thought to check on it and the interstitial shorts are easy to miss. This way it'll automatically be as up to date as can be.
