  California Budget Carp

I realise that most of the 'active' people here are !Californian, but I have to vent and or wonder if you all can provide feedback/point me in a good direction to go...
As you may or may not know, rather than passing an unpopular budget, the California state legislators adjorned their session.  This means they wont get AROUND to passing the budget until AFTER they've gotten their self serving assets re-elected.  Nor does the 'Governator' have any plans to 'force' them back to work on the topic.  In case you havent figured it out from my previous choices of terms, I find this almost criminaly negligent.  However I also am a firm member of the camp of "Dont bitch if you cant fix it"...
Which just might be in my power to do, given that, in California, one CAN get 'grass root' propositions onto the ballot if you get enough people to agree with you.  Proposition 13, for example.  And if you can get enough people to agree with you not only can you get this proposition on the ballot, you can get it passed into law.
Ergo, I've got the burning desire to get a proposition onto the california ballot...  Hell, 2 of them.  And niether has a chance of being enacted unless I can get the popular support of the general californian voting populace, cause no 'real' politician would ever touch them.
Proposition:  Elected official Incomes
Any pay raise given to an state or local elected official requires voter approval of the electorate in question.
Proposition:  Budget Reform
1) require legeslature to remain in session until budget is passed
2) require legislature to forfit all pay and benifits until budget is passed
3) no other legislative business allowed until budget is passed.
Now, how would I go about trying to move these ideas from something more than just one person trolling on a forum?

Subject: Rescue Operations in Devoured occupied areas outside Imperial City
Report Filed By Lieutenant R. Dylan

Squad
2B was on perimeter patrol when Devoured hunting signals were
overheard. Squad 2B promptly shifted direction towards the Devoured
swarm, maintaining standard tactical reconnaissance doctrine.
Disturbance was soon shown to be the result of one female Caucasian
(hereby referred to as Subject S) being pursued by a Greater Devoured
and several smaller Devoured, one of which was disabled by Subject S as
Squad 2B watched via impressive utilization of terrain to cause the less
intelligent Devoured to damage the plant creature.

Squad
2B intervened shortly thereafter, with sonic weapons being deployed to
disorient and disorganize the Devoured cluster before going weapons
free. Subject S proved remarkably calm in the face of the unexpected
assistance, going to ground and continuing to escape the Devoured by
crawling while creating clear lines of fire for Squad 2B. Upon recovery
of Subject S and prompt questioning regarding other survivors, Squad B
fell back towards sonic barriers surrounding PPD Exterior Firebase
203-Tango.

Unusual
concentration of Devoured followed Squad 2B and recovered Subject S for
unknown reasons, but rudimentary medical screening showed Subject S
being free of all known Devoured pathogens and infections.Subject introduced herself as Celia Katarina Stingray, explaining that her refugee convoy had
been heading towards Praetoria for some months and the swarm we’d
encountered had hit them two days ago. Miss Stingray was the sole
survivor of her small group that had been scattered from the rest, to her knowledge. Having no pertinent knowledge as to cause of
unusual Devoured activity, Miss Stingray was forwarded to the Ministry
of Public Affairs for refugee processing.
Follow up recon advised to determine potential causes of heightened Devoured activity outside northern Imperial City.

The official website for the live-action film adaptation of the Space Battleship Yamato anime franchise has begun streaming a 34-second teaser trailer and a 100-second full trailer on Saturday. 37-year-old SMAP band member Takuya Kimura (Howl's Moving Castle's Howl) is headlining this film based on the 1974-1975 space opera anime classic, which was adapted as Star Blazers in English. The other cast members include Meisa Kuroki (Vexille - 2077 Isolation of Japan's Vexille, Crows Zero's Luca), Toshiro Yanagiba, and Tsutomu Yamazaki. Takashi Yamazaki, the director best known for Returner, Always: Sunset on Third Street, and last year's Ballad, is helming the project for a December 1 release. Aerosmith vocalist Steven Tyler wrote and sang the film's theme song, "Love Lives."
